Cost & Contract Director

    Key Responsibilities

    Lead and Manage the Procurement & Tendering Division

    • Develop annual operational plans aligned with the company’s project pipeline and strategic direction.
    • Oversee and manage all functions under the division, including Tendering & Contract Management, Centralized Procurement, and Payment & Final Account Management.
    • Assign, monitor, and evaluate the performance of managers and team members within the division.
    • Coordinate resources and collaborate with relevant departments to ensure smooth project execution and timely delivery.

    Tendering Management & Contractor/Supplier Development

    • Lead the planning and execution of tendering and procurement activities for projects and company operations.
    • Supervise the contractor and supplier selection process to ensure transparency, competitiveness, compliance, and cost effectiveness.
    • Monitor the progress of tender documentation issuance, bid evaluation, negotiation, and approval processes.
    • Develop and maintain a strong network of strategic contractors and suppliers with qualified capabilities, quality standards, and delivery performance.
    • Direct the development of pricing databases and contractor/supplier databases to support cost management and investment control.

    Contract Management & Payment Settlement

    • Oversee contract drafting, review, negotiation, execution, and implementation management.
    • Monitor contract compliance related to timeline, scope, quality, payments, and variation orders.
    • Supervise payment and final account documentation to ensure accuracy, completeness, compliance, and timely processing.
    • Identify and manage contractual risks and disputes, coordinating with relevant stakeholders for prompt resolution.
    • Monitor and control contract related costs within approved budgets.

    Cost Control, Risk Management & Operational Efficiency

    • Manage legal, financial, and operational risks across tendering, procurement, and payment settlement activities.
    • Collaborate closely with Project Management, Finance & Accounting, and related departments to improve operational effectiveness.
    • Recommend cost optimization solutions to enhance budget efficiency and contractor/service quality.
    • Evaluate contractor and supplier performance for future selection and quality management purposes.

    Process Development & Team Leadership

    • Develop, review, and improve policies, procedures, templates, and systems related to tendering, procurement, contract management, and payment settlement.
    • Standardize data management, documentation systems, and reporting processes within the division.
    • Propose process improvement initiatives to enhance operational efficiency and support long term company growth.
    • Build and develop a high performing team by strengthening technical expertise and management capabilities.

    Requirements

    Education

    • Bachelor’s degree or above in Construction Economics, Construction Management, Business Administration, Law, or related fields.

    Experience

    • Minimum 15 years of experience in tendering, procurement, contract management, and payment settlement within the Real Estate or Construction industry.
    • At least 5 years in a similar leadership role at a property developer or construction group.
    • Candidates with experience managing large scale real estate developments or multiple projects simultaneously are highly preferred.

    Skills & Competencies

    • Strong expertise in tendering, procurement, contract administration, and payment settlement within the Real Estate/Construction sector.
    • Solid understanding of investment cost management, risk control, and project performance evaluation.
    • Good knowledge of construction project execution processes and related legal regulations.
    • Strong leadership, planning, coordination, and resource management skills.
    • Proven ability to build teams, develop talent, and improve operational efficiency.
    • Excellent negotiation, problem solving, decision making, and stakeholder management skills.
    • Strong collaboration skills with internal departments, contractors, and suppliers.
    • Strategic and systematic thinking with the ability to balance risk management, cost efficiency, and project timelines.
    • Proficient in Microsoft Office and relevant professional software.
