Key Responsibilities and Duties:
- Lead Vietnam IT Department in alignment with business objectives and regulatory requirements.
- Oversee IT operations and development across infrastructure, applications, and system governance to ensure reliable and compliant banking services.
- Lead IT projects including system development, upgrades, compliance initiatives, and digital transformation programs, ensuring on time delivery within budget and scope.
- Maintain effective communication with business units, senior management, regulatory authorities, and external partners to gather requirements and resolve IT related issues.
- Manage IT budget (CAPEX and OPEX), procurement activities, and vendor contracts to optimize cost efficiency and service quality. Negotiate and oversee SLAs with vendors.
- Collaborate with security, risk, and compliance teams to ensure adherence to local banking regulations, cybersecurity standards, and internal IT policies.
- Manage IT risk assessments and audits, and implement controls to mitigate identified risks.
- Support strategic rollout initiatives from Head Office and Regional Office, and maintain procedure manuals in accordance with regional standards and guidelines.
- Support and coordinate regular and periodic Disaster Recovery (DR) drills to ensure operational readiness at the DR site.
- Execute event, incident, problem, and capacity management processes to ensure continuous availability of critical regulatory systems across main and DR sites.
- Monitor and manage IT demand versus resource capacity to sustain continuous delivery capability within IT operations.
- Lead, motivate, and develop IT staff to enhance capability, performance, and delivery of both existing systems and new technologies.

Competencies:
- Strong expertise in banking IT operations, including infrastructure, cybersecurity, cloud services, and software systems.
- Extensive experience leading complex IT projects and digital transformation programs, with strong capability in resource allocation, budgeting, stakeholder management, and delivery oversight.
- Ability to design and implement IT strategies aligned with business and regulatory requirements, with strong analytical skills in governance, planning, and risk management.
- Proven leadership experience in managing diverse IT teams within financial services, covering infrastructure, application development, support, and security domains.
- Strong knowledge of Microsoft server environments, virtualization, networking, security, as well as SDLC, programming fundamentals, application architecture, QA testing, and security best practices.
- Solid understanding of Vietnam payment systems, cross border payments, AML KYC, MIS data marts, treasury, and investment banking operations.
- Strong communication skills, capable of engaging senior executives, business stakeholders, peers, and team members with clarity and precision.
- Deep familiarity with regulatory frameworks governing IT operations, cybersecurity, data protection, and compliance within Vietnam’s banking sector.
- Strong understanding and practical experience in ITSM processes, with proven ability to monitor and control IT service performance effectively.
Qualification
- Bachelor’s or Master’s degree in Computer Science, Information Systems, Business Administration, Banking and Finance, or equivalent.
- Over 10 years of progressive experience in IT roles, including at least 5 years in management or leadership positions within IT departments in banking or financial services.
- Possession of relevant IT certifications in IT service management, project management, or infrastructure, application, or security domains (e.g. ITIL, COBIT, PMP, CISSP, CISA, CCNA, CCNP, Azure, AWS certifications, etc.).
- English proficiency at upper intermediate to advanced level, with ability to communicate fluently, flexibly, and effectively in all professional contexts.
