Deputy CEO of Construction Division

    Job Description:

    1. Business Production Planning and Strategic Direction for the Company:

    • Develop long-term business production strategies and short-term business production plans for the company, and present them to the CEO for approval.
    • Organizational Structure; Human Resource Management and Human Development:
    • Propose the organizational structure and headcount based on the business plan, approved norms, and research to apply solutions for optimizing labor productivity and work efficiency.
    • Approve job descriptions and KPIs for positions within the company; periodically review and adjust according to actual operations.
    • Approve/control the assignment of work to employees according to their job descriptions.

    2. Organize and control the use/assessment of employees on the MBA software for various departments.

    • Evaluate individual performance and effectiveness; approve proposals for appropriate compensation and benefits as per company policy. Approve the appointment/termination of staff as per company policy.
    • Organize the development of policies and benefits (salary, bonuses, support, etc.) for employees.
    • Organize training and guidance for employees according to the company/group’s orientation and motivation programs.
    • Plan and support the development paths for staff and monitor their individual growth trajectories.
    • Organize the search for talented individuals for key leadership roles.
    • Organize activities to build the company’s culture and work environment.

    3. Financial Management:

    • Organize the development and approval of the company’s overall budget plan.
    • Review and control the income and expenditure of the company through the creation of norms, limits, and/or based on the company’s operational performance.
    • Organize the development/review of labor cost pricing for subcontractors.
    • Implement the company’s business/production plans to ensure effectiveness.
    • Provide periodic reports to the CEO and leadership team on the company’s performance and operational efficiency.
    • Organize research to propose cost optimization and operational efficiency solutions.
    • Regularly review and improve the cost norms and limits for the areas of responsibility.
    • Organize the creation/review of machinery/material consumption norms and loss rates.
    • Organize the preparation/review of construction costs, construction methods, and preparatory work for execution.
    • Implement and strictly control the procurement and asset management (including the condition of facilities) for the company.
    • Control pricing and contract terms.
    • Collaborate with the Project Management Department to negotiate and sign contracts with suppliers/subcontractors.
    • Sign contracts with the Investor and suppliers/subcontractors.

    4. System Management:

    • Propose and evaluate the development of company policies and procedures, quality control decisions, and IT systems within the scope of responsibility; regularly review and propose adjustments based on actual operations.
    • Organize communication, training, and support for employees under supervision
    • Implement and control the execution of IT systems.
    • Organize inspections and evaluations of self-inspections, compliance with regulations, work quality, and service quality across the company.
    • Address violations when employees do not comply with the company’s processes/regulations, affecting work quality or schedule.
    • Propose and implement the use of new technologies to improve management practices within the company.
    • Organize the preparation/presentation of action plans for tasks assigned under responsibility.
    • Regularly review and propose adjustments/additions to action plans for areas of responsibility.
    • Implement and control the execution of tasks according to the plan. Timely report and/or resolve any delays (if applicable).
    • Evaluate/approve action plans for departments/divisions.

    5. Risk Management:

    • Develop and implement a risk management system for the company.
    • Identify, alert, and propose solutions for risks that may impact the overall plan or objectives. Report violations to management for timely resolution.
    • Proactively advise and propose measures to control potential risks.

    6. Professional Duties:

    • Lead and manage the overall process of planning and executing construction work for projects.
    • Organize the preparation of resources for construction projects.
    • Approve detailed construction schedules (without exceeding the main milestones of the contract).
    • Organize inspections and control the progress of work according to the approved schedule. Implement solutions to resolve delays (if any).
    • Report to senior leadership and propose solutions if there is a risk of not meeting the approved schedule.
    • Approve construction methods and completion drawings (when no additional costs are incurred).
    • Control and approve the quality assurance plans for the project’s construction quality.
    • Organize quality inspections and control the overall quality of all projects undertaken by the company.
    • Oversee the construction and inspection of samples by construction teams.
    • Oversee the training and process compliance for departments/divisions.
    • Organize the development, review, and supplementation of depreciation norms/forecasted costs/material losses for construction materials and equipment.
    • Inspect and control the forecast, usage, and storage of materials/equipment across all projects.
    • Check the overall material/equipment supply plan for projects.
    • Inspect and control warehouse data in the SAP software and material management systems as per regulations.
    • Control statistics and inventory checks as per company guidelines.
    • Inspect, control, and implement safety, environmental, and fire protection measures.
    • Direct and coordinate with relevant departments to handle safety/environmental/fire protection issues.
    • Control and confirm settlement documents for teams, subcontractors, and suppliers.
    • Control and confirm settlement documents with the Investor.
    • Oversee and track performance: output, payment value, cross deductions (between teams/subcontractors), material wastage, daily labor costs, support expenses (e.g., equipment usage), and other incidental costs.
    • Control the progress and quality of settlement documents for subcontractors/suppliers and teams.
    • Control the preparation of tender documents and quotations.
    • Control post-settlement document review.
    • Control delayed payments or incomplete documentation for senior management approval.
    • Represent the company in meetings with clients/partners/government agencies.
    • Maintain professionalism and work ethic with P&L departments and partners.
    • Coordinate with the construction management team to address project quality and schedule issues.
    • Control and coordinate the resolution of challenges faced by teams/subcontractors/suppliers.

    7. Other Tasks:

    • Proactively coordinate and demand results from P&L departments and relevant divisions regarding the company’s tasks.
    • Organize solutions for issues and report immediately to senior management if there are serious problems/incidents that exceed the scope of authority.
    • Perform other tasks as assigned by senior management.

    • Senior management is fully responsible for the effectiveness of the department’s work. The responsibilities include but are not limited to, the tasks outlined above.
