A Project Controls Manager (PCM) oversees a project's financial, schedule, and performance aspects, ensuring alignment with goals by developing plans, tracking costs/budgets, analyzing data, and reporting to stakeholders, acting as a key liaison between project teams, leadership, and finance to proactively manage risks and variances for successful project delivery. They manage project control systems, lead teams, ensure compliance, and provide critical insights for informed decision-making, bridging technical execution with financial and strategic objectives.
Key Responsibilities
- Planning & Strategy: Develop project control plans, establish cost centers, set standards, and manage capital planning.
- Cost Control: Budgeting, cost tracking, cash flow forecasting, monitoring actuals vs. budget, and analyzing financial variances.
- Scheduling: Develop resource-loaded schedules, critical path analysis, monitoring progress, and resolving schedule issues/delays.
- Reporting & Analysis: Generate performance reports (KPIs, variances), analyze data, and provide actionable insights to leadership.
- Risk & Compliance: Identify risks, implement mitigation, and ensure adherence to company policies, laws, and contractual obligations.
- Team Leadership & Collaboration: Lead project controls teams, coordinate with project managers, finance, and stakeholders, and facilitate communication.
Qualifications
- Bachelor’s degree or above in Communication Engineering, Computer Science or any related field.
- Education: Bachelor's degree in Business, Finance, Engineering, or related field.
- Experience: Proven experience in project controls, cost management, scheduling, and construction/engineering projects.
- Fluent in Chinese (HSK5+), able to use English is preferred.
- Technical Skills: Proficiency in project management software (e.g., e-Builder, AiM), Excel,and data analysis.
- Soft Skills: Strong analytical, problem-solving, communication, and leadership skills, with mathematical aptitude.
Working time and benefits
